Tomioka is an NPC that has a chance to spawn in any floor of The Catacombs. They sell higher-tier Enchanted Books.

Upon buying an item from Tomioka, players will receive the "Rough Deal" Achievement.
There is a Fairy Soul located under the stairs that lead up to Tomioka.
Tomioka requesting 2 Titanic Experience Bottles could reference that that is approximately what would be needed to apply all of their enchantments to items.
Tomioka's dialogue could suggest a link between the Crimson Isle and the Catacombs as both Maddox the Slayer (who is implied to have invented over-the-air contact) and Udel (Abiphone salesman) are from  Scarleton.
