The Vinyl Collector is an NPC that only appears in The Garden as a RARE Visitor. They will only appear while 
Finnegan's Blooming Business Perk is active. They request a random Pest Vinyl from the player. Completing their offer will reward the player with a total of 
18 Fine Flour.
