Vulcan is an NPC located in the  Forgotten Skull and  Dungeon Hub who offers a Crimson Isle perk shop after defeating Kuudra.

Vulcan is a reference to the Roman god of the same name. They were the God of Fire, Deserts, Forge and Volcanoes.
Harena Fortuna is the Spanish for 'sand fortune', despite the perk only activating with Red Sand and not regular Sand.
