A Blue Ringed Octopus can be fished up from any Hotspot in water. It requires  Fishing XXXV (35) or higher to be fished up.

Hotspot Sea Creatures have a 15% base chance to override other Sea Creature spawns. Certain modifiers can be used to increase it:
