A  Seal's Treat Bag has a 5.5% (1 in 18) chance to contain  128 Spiked Bait.

Spiked Bait can be kept in either the player's inventory or Fishing Bag. When casting a Fishing Rod, a Spiked Bait will be consumed to grant +6  Sea Creature Chance. The effects last until the player reels in their rod.
