Location
Surveillance Goons were NPCs located near the entrance of every island when the Public Surveillance perk is chosen by an elected minister when 
Aura was mayor. They were initially introduced as part of [YOUTUBE] Candypat's Public Surveillance perk and required players to check in every 30 minutes. Failing to do so granted a 10% stat debuff. The duration was later increased to 12 hours and added as part of [MVP+] MelonKingDe's Minister perks.
