A  Seal's Treat Bag has a 5.5% (1 in 18) chance to contain  128 Whale Bait.

Whale Bait can be kept in either the player's inventory or Fishing Bag. When casting a Fishing Rod, a Whale Bait will be consumed to grant +30  Fishing Speed and increase the weight of rare Sea Creatures (those with a weight below 400) by 1.25x. The effects last until the player reels in their rod. This effect is multiplicative with  Tracking. ^[1]
