A  Seal's Treat Bag has a 5.55% (1 in 18) chance to contain  128 Spooky Bait.

Spooky Bait can be kept in either the player's inventory or Fishing Bag. When casting a Fishing Rod, a Spooky Bait will be consumed to grant +25  Fishing Speed and a +15% chance to catch Spooky Sea Creatures. The effects last until the player reels in their rod.
