Silk Touch is an Enchantment that allows the player to collect normally unobtainable block drops when applied to Tools.

Silk Touch I can be obtained from the  Enchantment Table.

Items applied with the Silk Touch allow the player to collect normally unobtainable block drops.

Silk Touch can be applied to Tools. It does not require an  Enchanting level to apply. Unlocking String V (5) grants a -25%   Experience discount on Silk Touch.
