Due to Sand Sand being affected by gravity, there needs to be a block under the air to keep the sand in reach.

Special Layouts

A Sand Minion can be made almost twice as fast by letting the sand fall on a non-full block (like Sign Signs or Carpet Carpet) above a Hopper Hopper. The non-full block breaks the falling sand and hoppers underneath can collect it. This will cause the minion to skip the mining action, but that does make the minion 10% slower[Confirm], so it is almost twice as fast.

Special layouts only work when the Private Island is loaded.
