[September 11] Profile Actions Cooldown

Hey.

In light of recent issues, there is now a shared cooldown between profile management actions. This means there is a 90 seconds cooldown shared between creating, deleting and switching profiles.

Furthermore, gabagool recipe change has been deployed.
